Morocco
A project of the Ministry of the Interior of Morocco (Direction des Régies
et Services Concédés), the EIB (European Investment Bank)
and InWEnt with the following objectives:
- To improve organisational performance of the régies
(town water authorities)
- To create efficient service providers
- To strengthen régies in facing challenges and new
developments within the Moroccan water sector
Specific objectives phase I
- To identify a possible development path of business planning
to be conducted in phase II, emphasizing basic areas of business
planning as human resources and management, financial management,
product and services, marketing
- To identify priority training needs to be covered in phase
II

Explanation:
- After the kick-off workshop, a 5 day workshop for
the directors and the division heads of the 3 pilot
Régies will be held,. Task of this first workshop
will be to develop a strategy of how to convert the
achieved results from the SWOT-analysis and the work
packages (Plan structuré du project) into
a business plan.
- All results obtained from each workshop will always
be available on the web-platform, so that the division
heads of the other 10 Régies have the possibility
to prepare themselves and update their knowledge
for the following workshops. This will enable them
to start preparing the business plan for their own
Régie.
- In the further process (after the kick-off workshop),
the specific identified Gaps related to the four
perspectives (Ressources Humaines, Finances,
Clients/Partenaires and Processus) will be filled
by 4 consecutive workshops . Participants (division
heads of all Régies) can individually fill
these gaps for their own Régies and support
compiling the Manual on Business planning.
- Selected issues will be targeted on one extra input
day, by the end of each workshop as shown in the
graph above.
- The expected result of all the workshops is an
application oriented Manual on Business planning.
The participants of the other 10 Regies had the chance
to exchange experiences during the 4 workshops. In
processing afterwards their experiences, they will
be able to transfer their attained knowledge based
on their own gaps and specific constraints. 13 business
plans for all the 13 participating Régies
could be the result at the end.
